Farmers in rainfed areas live in uncertainty. They are dependent on the monsoons for decent crop yeilds, and have no access to irrigation. Moreover, state support is hard to come by. To make matters worse, policies and markets favour water intensive crops like wheat and paddy, forcing farmers in rainfed areas to switch to these. With foodgrain production stagnating in irrigated zones, rainfed areas now need to be the centre of India‘s agricultural revival.

Punjab‘s depleting groundwater stagnates agricultural growth –BIDISHA KUMAR
The move comes at a time when agriculture in Punjab is facing its worst spell since 1970. Last year, the state recorded 1.86 per cent growth in farming. Moreover, groundwater resources in the state have taken a sharp dip. In a desperate move to arrest the falling water table, the state electricity board restricted power supply to the farmers
The us Environmental Protection Agency (epa) has proposed to revise the national ambient air quality standards for ozone for the first time since 1997. The proposal recommends an ozone standard within a range of 0.07-0.075 ppm (parts per million). At the same time, it has asked for comments on a range of alternative levels of standards between 0.06 ppm and 0.08 ppm (the current standards). Although the proposed level is tighter than the existing level, it has drawn criticism from environmental and health groups.
